Since this is an SOI form first, all detail and child lines data will print on this form like the main SOI. If the agent and grower would like to report production on this form, the fields are there to report annual production.
On the Print menu for the form, the following statement was removed: "Detail Lines will print for crops that do not require an annual production report."
On the Print menu for the form, the "Print as Production Report" print option was removed.

The Legend that printed on the Statement page has been removed.

The "Unit Structure (EU or WF)" label was updated to "Unit Structure".

DRP: RMA announced some regulatory changes for the 2021 RY for Dairy Revenue Protection (DRP). With this ticket, the following updates have been made to the System for all years for the DRP QCE:

The version date was updated to "07-2020".
A QR Code was added to the form when the form is printed in the pre-filled or pre-headed with Insured and Agency Information report styles.
The sub-header on pages 2+ was updated to the new base formatting standard with no logo and no AIP Contact Info.
The following new fields were added to the Component Pricing Option Details section: Declared Component Price Weighting Factor and Nonfat Solids Price.
When printing pre-filled, the Declared Component Price Weighting Factor prints in the format of "9.99" and the data is pulled from a new field on the Livestock Premium Line table (ComponentPriceWeightingFactor.LivestockPremiumLine).
The new Nonfat Solids Price field will be blank until it can be mapped to the new database field that is being created with TFS #118730.
Declared Share was moved to print after Plan and before Shareholders.
For the pre-filled report style, QIP and Pricing Option will be stacked. Additionally, the following data will now print in a currency format: Exp. Class III Price per cwt, Exp. Class IV Price per cwt, Exp. Butterfat Value (Price) per Pound, Exp. Protein Price per Pound, and Exp and Other Solids Price per Pound.
VFR has been included in the legend and prints when applicable after the Insured's name like the BFR functionality.

Livestock

LGM: During a special meeting on June 23, 2020, the FCIC Board of Directors approved changes to the 2021 Crop Year Livestock Gross Margin (LGM) Cattle and Swine policies to:

The premium subsidy was added to LGM Cattle and Swine based on the insured's selected deductible (LGM Dairy already offers a premium subsidy using the deductible structure), and
The LGM Cattle premium billing date was moved to the end of the insurance period (previously, LGM Cattle was "cash with application"; whereas, LGM Swine and LGM Dairy were billed at the end of the insurance period).

TFS #118510 implemented the changes called out above for the 2021+ RYs for LGM Cattle and LGM Swine in the 9.015 release. At that time, no LGM Test Files had been provided so no premium calculation testing could be completed. With this ticket, the changes listed above have been tested.

DESCRIPTION ID #

Breached Levee: System functionality and transmission logic for Breached Levees has been implemented over the last few releases. Starting with the user interface functionality in the 9.000 release with TFS #112025 and the transmission logic in the 9.005 release with TFS #117170. At the time, both these tickets went to production, RMA had not yet released the BL Written Agreements so we were not able to test most of the functionality. This ticket tested the Breached Levee Written Agreement UI and transmission logic.

This testing includes the following changes:

1. The Add New/Maintain Written Agreement functionality has been updated to allow "BL" Written Agreements to be created/maintained for policies in a state with one or more breached levees.
2. After selecting a Written Agreement type of "BL", the Request Crop dropdown will be filtered to only show coverages in the counties affected by a breached levee.
3. Rating logic was updated to account for the new "ZZZ", "XXX" and "YYY" sub county codes.
4. The logic that pulls written agreement information from the WA ICE Header File to update the policy Written Agreement was updated to not include the Producer Tax ID, Producer Tax ID Type Code, or Policy Number when looking for a match for a BL Written Agreement.

NOTE: Since the BL written agreements will be blanket written agreements, RMA will set the Tax ID Number to 999-99-9999 and the Tax ID Type Code to "3". In addition, a policy number will not be included.

5. The transmission logic was updated so that if the Written Agreement Type is "BL", the Written Agreement number will not be sent on the P09 or P14 Record.
6. The transmission logic was updated so that if a BL written agreement is attached to the detail line, the following values will be send on the P11 and P15 records:
P11 Record: Field 24 Written Agreement Number, Field 25 WA Land ID and Field 26 Sub County Code
P15 Record: Field 21 Written Agreement Number

Quality Loss: In the 2021 RY, RMA introduced a new Program called Quality Loss Exclusion Option (QL) for the 2021+ RYs that will allow an insured to replace actual yields based on post-quality production amount in their APH database(s) with actual yields based on pre-quality production amount. This replacement only applies when a notice of loss was timely filed, regardless of whether an indemnity payment occurred, and when the crop had quality-adjusted production.

The Quality Loss Exclusion Option (QL) eligible crops are identified in the actuarial documents. Quality Loss Exclusion Option (QL) will be available for Plans 01, 02, 03, and 90 with Additional and CAT Coverage. It will be available for the commodities of Corn (0041), Soybeans (0081), Wheat (0011), Cotton (0021), Grain Sorghum (0051), Rice (0018), Barley (0091), Canola (0015), Sunflowers (0078), Flax (0031, Oats (0016), Rye (0094), Buckwheat (0114), and Safflower (0049). The Quality Loss Exclusion Option (QL) code, if allowed per ADMs for the State/County/Crop, must be elected on the coverage by the applicable SCD. This is a continuous option until canceled in writing by the cancellation date or transferred to a different AIP. Once canceled, Actual Yield replacement of the quality adjusted production no longer applies, yield substitution, CUPS, and Yield Floors may apply if elected and are applicable.

When QL is elected, insureds may replace an actual yield based on total/net production adjusted for quality reductions (post-quality adjustment production) with an actual yield based on total production prior to any quality adjustment reductions (pre-quality adjustment/gross production); this is referred to as "QL replacement".

Quality Loss: With TFS #108176, the APH logic was updated to account for RMA’s implementation of the new Quality Loss Exclusion Option in 2021 for crops that are allowed per the ADMs for the State/County/Crop and the crop option has been elected on the coverage by the applicable Sales Closing Date (SCD). (See TFS #108176 in the 9.015.0 release for more information regarding the Quality Loss changes for 2021.) As part of these APH changes, the Master Yield (MY), Personal T-yield (PTY), CC/SF, and SA T-yield calculations required updates.

With this ticket, the System was updated for MY, PTY, CC/SF, and SA T-yield functionality to account for the new Quality Loss (QL) procedures. The new procedures for QL state the simple average calculation will use the adjusted yield in the simple average calculation rather than the approved yield IF the QL option is applied to the APH. If QL option is not applied to the APH, the approved yield will be used in the simple average calculations.

NOTE: TFS #119040 was created to address an issue where the System was calculating the SA T-yield incorrectly within the "Apply Current Year SA - Tylds" in Additional Functions dropdown.

Transmissions: The 7/9/2020 PASS Status Report confirmed RMA's intent to release the first 2021 RY IDALS and IDOA ICE tables to AIP test on 7/16 and then to production in an off-cycle release on 7/22. When the return file is received and imported into the System, the process will mark the coverages complete after the reduced subsidy value is populated on the premium lines with CLUs matching the RMA ICE table. The mark complete process also creates the offsetting accounting transactions. With this ticket, the end-to-end transmission process of the IDALS/IDOA programs has been completed. This includes the following functionality:

When a return file is received and imported into the System, the System will mark the coverages complete after the reduced subsidy value is populated on the premium lines with CLUs matching the RMA ICE table. Additionally, the mark complete process will create the offsetting accounting transactions.

PRF/Apiculture: As part of System functionality for Pasture, Rangeland, Forage (PRF) and Apiculture policies, a link displays on the Detail Lines tab for Insurable Acres by Grid ID (PRF) or Insurable Colonies by Grid ID (Apiculture). When this link is selected, the System opens the Maintain Insurable Acres (PRF) or Maintain Insurable Colonies (Apiculture) page. On this page, users can view all insurable acres/colonies by Grid ID for the coverage. In addition, each Grid ID displays as a link that, when selected, takes the user to another page where they can edit the number of acres/colonies for the Grid ID. Finally, an Add button also displays that allows users to add new Grid IDs to the coverage and a Delete button that allows users to delete any Grid IDs that are not already associated with a detail line.

Due to the large number of colonies/acres often associated with an Apiculture/PRF coverage, this process of selecting a link to open a page where the user can view all Grid IDs, then selecting another link to update the number of colonies, or selecting the Add button to add new colonies can be cumbersome. In addition, the current functionality is limited to only the Grid IDs for the current coverage. In an effort to streamline this functionality, the Maintain Insurable Colonies pages for Apiculture and Maintain Insurable Acres pages for PRF have been redesigned to a single page.

With this ticket, the Insurable Colonies by Grid ID for Apiculture and the Insurable Acres by Grid ID for PRF functionality has been redesigned as follows:

The font for the Insurable Colonies by Grid ID (Apiculture) and Insurable Acres by Grid ID (PRF) links that display on the Detail Lines tab of a policy have been increased and bolded in an effort to draw more attention to the link.
The Maintain Insurable Colonies (Apiculture) and Maintain Insurable Acres (PRF) pages have been updated to allow users to:
View all insurable colonies / insurable acres for all Grid IDs for all coverages on the policy on one page. Records in this grid will be sorted by County, Type, Practice, and finally, Grid ID. If both Apiculture and PRF exist on the same policy, the System will determine which page to display based on the coverage the user selected the link from.
Update insurable colonies / insurable acres for each Grid ID directly on this same page. Changes will be pushed to the detail line(s) on save.
Add new Grid ID records with insurable colonies / insurable acres for any coverage on the policy on the same page. An extra blank row will always display at the bottom of the grid to allow additional records to be keyed as needed.
Delete any Grid ID records that are not currently associated with a detail line.
View total insurable colonies / acres by county and intended use (if applicable) by selecting the information icon next to the Insurable Colonies/Acres by Grid ID column header.
View total insurable colonies in the US for Apiculture.
The labels for "Insurable Colonies", "Insured Colonies", "Insurable Acres", and "Insured Acres" on the Add New and Maintain Detail Line pages have been updated to "Insurable Colonies in Grid ID", "Insured Colonies in Grid ID", "Insurable Acres in Grid ID", and "Insured Acres in Grid ID". This is in an effort to help agency users understand these values are by Grid ID and not totals of any kind.
