MPCI Application (Main) - Added Master Yield (MY) if applicable to Crop Information Grid.

Changes that were made:

An update was made to the MPCI Application (Main) to display MY for crops that allowed a MY (See Section 5 - Paragraph 1742 of the CIH for a list). The forms logic checked for at least 1 APH DB with a MA (Auto MY) or MM (Manual MY) Summary Unit Status in the APH table in order to determine whether the MY reference should have been displayed on the App. If applicable, MY was listed in the 'Options, Elections, or Endorsements' column, as the last listed option.

Lease Certification: Added Ability to Designate Attachments with an Attachment Type of Lease Certification to be Designated as a Permanent Attachment.

Changes that were made:

With DO 224848, functionality was added to enter Lease Certification information when a Lease Agreement is in place on a Plan 13 coverage (PRF, Apiculture & Annual Forage).

This ticket was added for a change needed in order to be able to designate an attachment with an Attachment Type of ""Lease Certification"" as a permanent attachment. This was needed because it was expected that Lease Agreements would cover the span of multiple RY's and we needed to be able to make them available to see in all relevant RY's. The roll logic that was needed to make this work like it needed to was handled with DO 226579.

For the 2026+ RY RMA still allowed for the USDA's expanding of double crop acreage in areas that didn't usually offer this coverage. These changes allowed for the Following a Crop (FAC) practice in areas where FAC practice was not normally an allowable practice per the ADMs on grain sorghum and soybeans crops.

Producers were still able to obtain a 'BL - Blanket Offer' Written agreement to enable the ability to insure 'Following a Crop' (FAC) practice by a standardized written agreement offer by RMA.

The Blanket Agreements were available in Indiana, Illinois, Ohio, Oklahoma, and Texas. Blanket Written Agreement Numbers were available per State/County/Crop and a producer could have obtained the BL Offer by submitting their Actuarial Change Form for grain sorghum and soybeans to their agents by the Sales Closing Date (SCD).

RMA released the Blanket Offer Written Agreement Numbers through the RO Bulletins for the applicable areas (EX: OK and Springfield). These Written Agreements numbers were still pulled into an internal table that was queried by the system in order to obtain the applicable BL Written Agreement for the State/County/Crop that was populated into the Written Agreement Number field within the Maintain Written Agreement screen.

System was updated to support the 2026 +RY Blanket Written Agreement functionality.
