When a user filtered by a specific Sales Closing Date (SCD), the Production Report and Production Reporting Worksheet still printed all coverages and units on the policy, regardless of SCD. This lead to reports showing crops outside of the intended reporting window (e.g., printing spring crops when reporting fall production). Agents had indicated this caused confusion and unnecessary clutter.

The Acreage Reporting form supported a Batch Print option that allowed users to print only coverages tied to selected Acreage Reporting Date(s). This prevented unnecessary crops from appearing on reports and provided cleaner outputs for agents.

Changes that were made:

A print option was added to the Production Report and Production Reporting Worksheet that behaved like the existing AR forms filter, which allowed users to print only coverages that matched the selected SCD. (Pre-Filled option only).

This enhancement was to update the Producer's Pre-Acceptance Worksheet (PAW) form with the changes from the 2026 DSSH.

Changes that were made:

Revision Date was updated to (10-2025).

1. Updated the PAW question:

Old: Have practices or production methods (e.g., removal, dehorning, grafting, transitioning to or from organic) been performed that will reduce the insured crop‘s production from previous crop years?

New: Have practices or production methods (e.g., removal, dehorning, grafting, transitioning to or from organic) been performed, or not performed that will reduce the insured crop‘s production from previous crop years?

2. Updated the PAW question:

Old: Is the current water supply (surface allotment/well) adequate to produce a normal crop for the crop year being certified above?

New: Irrigation: is the current water supply (surface allotment/well) adequate to produce a normal crop for the crop year being certified above?

This ticket was to update the 2026 Oysters (0115) Shellfish Crop Provisions.

Provisions printed with the MPCI Policy Declaration Page when the print option to print provisions with the form was selected. The MPCI Policy Declaration Page was available to print from the MPCI Print tab in an individual MPCI policy and from the Batch Printing menu.

Changes that were made:

The 2026 Oysters (0115) Shellfish Crop Provisions were implemented.

An issue was reported where MCEI was not setting the unit structure as expected when one Practice did not qualify.

Changes that were made:

System was updated to add and include two new Overrides for the 2025+ RY when MC Crop Option was selected and EI for 'Both' practices was the selected unit structure. The two new overrides that were included in the Additional Functions "Manage Unit Structure' Override dropdown.

Beginning with the 2026 RY (7/1/2025+ SCDs), RMA updated the Beginning Farmer Rancher (BFR) program in the following ways:

Years of eligibility were extended from 5 years to 10 years.
Premium Subsidy was increased for the first 4 years of eligibility (i.e., first 4 years of receiving BFR benefits)

For years 1 and 2 of BFR benefits, subsidy = 15%

For year 3 of BFR benefits, subsidy = 13%

For year 4 of BFR benefits, subsidy = 11%

For years 5-10 of BFR benefits, subsidy = 10% (this was original subsidy for all years of eligibility).

Changes that were made:

With this ticket, the System was updated in the following ways to support the new BFR program regulations:

A new read-only field, Benefits Received Year Count & Premium Subsidy %, was added to the View Grower for Policy and Maintain Grower pages.
This read-only field displayed in the BFR/VFR section of the page below the Years of Eligibility field when the BFR/VFR checkbox was selected and "B - Beginning Farmer Rancher" was selected in the Application Type dropdown.
To the right of the field label, an info icon displayed. When clicked, a hover popup opens displaying the following text: "The number of years in which you have already received BFR benefits (including the current year) and the premium subsidy % for those years." Clicking this icon again closed the popup.

The first value displayed for this field was the value found in the LivestockPolicy.BfrBenefitsReceivedYearCount field for Livestock policies or the MpciPolicy.BfrBenefitsReceivedYearCount field for MPCI policies.

The second value, the BFR premium subsidy % for the current RY, displayed following the Benefits Received Year Count value and an en dash (–) (e.g., 2 – 15%).

The BFR premium subsidy percentage shown was based on the BfrBenefitsReceivedYearCount value and what that value translates to in the ICE Table D00192:

These values are intended to assist AIPs and Agents with determining how many years of BFR benefits the insured received (included the current RY) as well as show what BFR premium subsidy percent the insured received for the current RY.

NOTE: If the value for field 10 on the P95 (BFR/VFR Total Number of Years) was greater than 10, PASS did not run the count rule for the P14 for that tax ID.

For the existing Years of Eligibility dropdown in the BFR/VFR section of the View Grower for Policy and Maintain Grower pages that displayed when the BFR/VFR checkbox was selected and "B - Beginning Farmer Rancher" was selected in the Application Type dropdown, the following updates were made:
The field label was updated to "Years of Eligibility Remaining" to better reflect what the value was indicating.
The dropdown options were expanded from 0-5 to 0-10.
The option selected in this dropdown will need to be manually updated by the AIP user based on the years of history the insured has amassed (i.e., years they actively operated and managed a farm or ranch in any county with a bona fide insurable interest in any crop or livestock as an owner-operator, landlord, tenant or sharecropper that cannot be excluded) before and after applying for BFR benefits.
For the Certification Date field in the BFR/VFR section of the View Grower for Policy and Maintain Grower pages that displays when the BFR/VFR checkbox is selected and "B - Beginning Farmer Rancher" is selected in the Application Type dropdown:
For plans (including Livestock) with coverages that have a SCD between 7/1 and 11/30 for 2026, the validation requiring the date keyed to be on or before the SCD of the coverage is being lifted when premium is calculated. Users will still not be allowed to key a future date.
After 11/30, all premium calculation validations for this field will be re-instated.
On the Add New/Maintain BFR/VFR Application pages, the Remaining Years of Eligibility dropdown options were also expanded from 0-5 to 0-10. No other changes were made to this field.
BFR premium subsidy calculations for all plans when BFR is elected and valid were updated to look at both the benefits received year count as well as the ICE Table D00192 to determine which BFR premium subsidy % to use.
80% of YA T-Yield still applies for all years of BFR benefits.
Admin fees are still waived for all years of BFR benefits.

Automated SOI: Added Agency Flag to Include SBIs.

Changes that were made:

Similar to the Omit Zero Acre Lines - SOI flag recently added on the Agency record, we added an additional checkbox, Include SBIs - SOI, on the Agency record, so agencies could determine whether to include SBIs or not on the generated SOIs. By default, this was not selected. The visibility and use of the field was under the same permission as the Omit Zero Acre Lines - SOI checkbox:

System Function (existing)--Policy > Agency Setting-Auto SOI: Controled a user's ability to view and edit the printing of SBIs on SOIs generated through the Automated SOI process. This was at the agency level.

"Read" allowed users to see the checkbox on the View Agency and Maintain Agency screens.

"Update" right allowed a user to change its setting.

Users also needed to have the ability to edit an agency record (see the Edit button on View Agency) which was possible with the System Function, Licensing > Agent and Agency Maintenance > "Read" and "Update" rights.

Currently, the Unit dropdown on the APH screen only displayed the Unit number without the Sub Unit/Procedure Number (if included). On the Manage Land ID/CLU pop-up, the dropdown included the Unit, Sub Unit/Procedure Number which provided clarity and helped users select the correct Unit. To improve consistency and usability, the APH dropdown should have been updated to display the Sub Unit/Procedure Number.

Changes that were made:

The APH Unit dropdown was updated to mirror the format and data elements of the Manage Land ID/CLU dropdown, including the Sub Unit/Procedure Number when applicable.

Detail Line: Added Sub Units to Maintain Detail line drop down.

Changes that were made:

The Unit dropdown on the Maintain Detail Line screen only displayed the Unit number without the Sub Unit/Procedure Number (if included). On the Manage Land ID/CLU pop-up, the dropdown included the Unit, Sub Unit/Procedure Number, which provided clarity and helped users select the correct Unit. Fixed Price Display Issue when Price Election was less than 100%.
