RMA introduced a new shellfish pilot program for the 2024 RY. The pilot program included select counties in AL, CA, FL, ME, MD, MA, MS, NY, NC, RI, SC, and VA. A new plan code was implemented for this pilot. Plan 91-APH-PC was established. Oyster Crop code=0115.

Changes that were made:

Minimal changes were required for the Add New Detail Line/View Detail Line/Maintain Detail Line pages. The scope of changes included the addition of shellfish-specific data elements and removal of others that are not applicable. Detail line navigation, save logic, etc. remain unchanged.

Shellfish-specific fields include the Growing Interval (selection of 1, 2, or 3) as well as # of Seed Planted (in place of acres). In addition, a Producer Price field displays next to the established price display if the PS option exists on the Coverage record. Users were able to enter the grower certified and AIP-approved PS Price in this field. An upper validation existed as a hard stop on save of the detail line to prevent entry of a price greater than the maximum over established price issued in the ADM.

The View Detail Line Grid was also updated with some shellfish-specific label changes. The Insured/Agent AR Sign Date was updated to reflect Insured/Agent CR Sign Date. Total Acres label was updated to reflect Total Seed Planted. The Additional Functions select functionality was removed since none of these processes are applicable to Shellfish. Within the Grid, the Acres label was also changed to # of Seed. Plant date was removed since that was not applicable. The detail line status continued to require an APH and an AR Sign Date (CR Sign Date in the case of Shellfish).

Detail line rating, creation/maintenance of the APH, and Land ID updates were implemented under separate TFS tickets.

RMA introduced a new shellfish pilot program for the 2024 RY included for select counties in AL, CA, FL, ME, MD, MA, MS, NY, NC, RI, SC, and VA. This ticket implemented the APH logic required to support the pilot program. Related tickets include TFS 149304 (Coverage Updates), TFS 153869 (Rating Updates), and TFS 153866 (Detail Line Updates).

Changes that were made:

The Shellfish APH included a new crop-specific grid with partial calculations by the system. General navigation within and between APHs and the standard save button logic all remain unchanged. Standard Plan 90 fields that are not applicable to Plan 91 were removed from the UI.

Users were required to enter all values within the grid except for the following values that were calculated by the system on save of the APH:

The shellfish Insurance Standards Handbook can be referenced for additional information on any of the fields. Several new DB fields were added during the development of the shellfish pilot program (detail line and APH) to store program-related values for transmission or future policy forms.

This ticket implemented the rating logic required to support the pilot program. The prerequisite tickets included were TFS 194304 (Coverage Updates), TFS 153868 (APH Updates), and TFS 153866 (Detail Line Updates). Admin fees were assessed and applied to the Policy balance on a state/county/commodity level so a single admin fee is applied at the successful processing of premium, all CR sign dates are entered, and the coverage is marked complete.

2024 RY SPOIs were released on November 16, 2023 (8/31, 11/30 & 12/31 CCD).

SPOIs were updated and made available from RMA on Nov 16. The following Special Provisions for 2024 were downloaded for 8/31, 11/30 and 12/31 CCD.
