Livestock: The Livestock Risk Protection (LRP) Application has been updated in the following ways for 2023+:

Location County was moved from the page 1 header to the Commodity info table.
The Type column was removed from the Commodity info table.
For the blank and pre-headed report styles, commodities will now print with checkboxes.
The pre-filled report style was added to the form. When the form is printed pre-filled, the data in the Commodity info table will print in the following sort order: 1) County code ascending and 2) Commodity name ascending.
The "Include Canceled Coverages" print option was added to the form. WHEN the form is printed pre-filled AND the "Include Canceled Coverages" print option is selected, THEN the Commodity with Code will print in parentheses with "CANCELED" after.

For all CYs, the SCO Endorsement Application that prints with the MPCI Application (main format) and the Policy Change Form has been updated to print both Coverage Levels on the form when Coverage by Practice has been elected.

RMA published the following CEPP document for the 2023+ CYs: Section II: Oats. The 2023 CY is the first year that revenue coverage is offered for Oats. Prior to the 2023 CY, oats were insured under the Actual Production History plan of insurance.

Revenue coverage for the 2023 CY is available in counties with only a March 15 sales closing date. For counties that have only September 30, 2022 and October 31, 2022 sales closing dates, or counties with both March and September or October sales closing dates, Oats will continue to be insured under the Actual Production History plan of insurance for the 2023 CY. For the 2024+ CYs, insurance offers for all sales closing dates will have revenue coverage.

With this ticket, the CEPP Oats Crop Provisions that will be effective for the 2023 Crop Year have been implemented in the System.

An issue was reported where users were receiving "Sorry..." errors when trying to save LRP premium lines. It was found that the error was triggered due to the agent on the policy being inactive, so there were no agents to pick from and use on the detail line.

With this ticket, the save logic on the Add and Maintain Detail Line pages has been updated so that the user is now given a hard stop error message on the page rather than receiving the non-descriptive "Sorry..." error. The new hard stop error will read, "No active and/or licensed agents found for {state} in {rYear} affiliated with {agency}."

Additionally, during developer research, it was found that the DRP detail line save logic had additional agent licensing/training validations that LRP and LGM did not have. Those edits were implemented when DRP was set up with the Agent of Record field. In order to maintain consistency across all Livestock plans, for the 2023+ RYs for LRP and LGM, the following validations have been added upon creation of new detail lines and saving of existing detail lines:

1. "COI for Agent Sign Date does not exist."
2. "Agent Of Record COI Sign Date does not exist."
3. "Agent training requirements have not been met."
4. "Agent Of Record training requirements have not been met."
5. "Agent {agentName} is not licensed in {stateNameWithCode}."
6. "Agent {agentName}'s license in {stateNameWithCode} is not yet effective ({stateLicense.EffectiveDate})."
7. "Agent {agentName}'s license in {stateNameWithCode} has expired ({effectiveAgentLicensesOnState.ExpirationDate})."
8. "Agent {agentName}'s license in {stateNameWithCode} has been canceled ({notExpiredAgentLicensesOnState.CancellationDate})."
9. "Active or Informational Company appointment is required for Servicing Agent for this policy." (This occurs if there are no state licenses for agent, or no not-yet-cancelled state licenses for the agent.)
10. "Active or Informational Company appointment is not effective for Servicing Agent for this policy."
11. "Active or Informational Company appointment is cancelled for Servicing Agent for this policy."
12. "Competency Test for {isServicingAgent ? "Agent" : "Agent of Record"} {agentViewModel.DisplayName} has expired."

NOTE: 5-11 occur for both servicing agent and Agent of Record, and the verbiage essentially just changes to either Agent {agentName} or Agent of Record {agentName}.

Coverage: A request was received to add a suspension on annual crops when an insured reports that they are a VIP or DM. However, there were concerns that triggering a suspension for this would lead to other unnecessary suspensions. Instead, a new suspension was implemented to alert users that a Marketing Certification is required when VIP is elected on a coverage for non-Perennial crops. The new suspension, "Marketing Certification is required", has been added and will trigger when the following criteria have been met:

1. VIP checkbox is elected on the coverage,
2. Crop is not perennial, AND
3. The "Marketing Cert" attachment type does NOT exist on the policy.

APH: A couple of validation issues were identified internally within the Add APH and Maintain Detail Line pages. The following issues were addressed with this ticket:

When a Contract Price was required for a Crop and no Contract Price had been selected, upon save of the Maintain Detail Line page, the System triggered a popup warning to state a contract price was required for this crop and whether to continue or not. If the user chose to continue, returned, and selected a contract price in the Contract Price field, then upon save, the System was still displaying the popup warning stating a contract price was required for the crop.
When a Contract Price was selected in the Contract Price field within the Maintain Detail Line page and then the user selected to remove the contract price, upon save of the Maintain Detail Line page, the System was not triggering the popup warning to state a contract price was required. An additional save was required before the popup warning was triggered as expected.

The System was updated to correctly trigger hard edit validations and/or popup warnings as expected within the Add APH and Maintain Detail Lines pages.

APH: An issue was identified internally with Manual Master Yields where blank production history records were being created within the APH database when a user manually created a Master Yield Summary Unit. A System fix was implemented to update the Manual Master Yield process when creating the Master Yield Summary Unit. The System will no longer create blank production history records upon save of the APH.

NOTE: This issue with the Manual Master Yield APHs was determined to only be happening with Northern Potatoes.

During internal testing, a display issue was found on the Process Zero AR page. The message, "No coverages on this policy", was displaying when there were coverages for the policy. This issue has been resolved.

Fast Edit PR: With the design, development, and implementation of TFS 131676 (Northern Potatoes - Add grade fields to the APH so the system calculates the Average % of #1s), Fast Edit PR was specifically excluded from the original implementation of grade fields for Northern Potatoes. With this ticket, grade fields for Northern Potatoes can now be keyed within the Fast Edit PR grid. The Fast Edit PR grid now has the following two fields to the right of the "Record Type" field when the crop is Northern Potatoes:

% of #1s: This field is a numeric-only hundredth place % UI field that will create a Production History Record that matches the Reinsurance Year of the Premium Line/APH that is listed within the Fast Edit PR grid. This field, after Save, will be located under the "Misc" banner of the Premium Line's APH.
DP (Default Percentage): This UI checkbox is used to determine if the % that is keyed is taken from the Special Provisions (Actuarials) for Northern Potatoes or not. This field is only used during the roll process. If this checkbox is selected, then the System knows that the % keyed is from the Actuarials and will not roll from RY to RY. Users are expected to update APHs and grade fields with the most recent information from the Special Provisions.

The "% of #1s" and "DP" fields will follow the Fast Edit PR existing logic for lockout/read-only and the "Is Dirty" indicator to the left of the line in the Fast Edit PR grid. No new additional validations or warnings have been implemented. The Fast Edit PR APH Drawer will also be read-only for Northern Potatoes due to the complexity of the Grade Fields and Production History Year Records combined within the Fast Edit PR grid.

UDGO: An issue was discovered internally when processing a Zero AR with a UG WA attached to the detail line where the System was requiring a Section Equivalent ID and acres were "0.00". Standard Land ID logic does not require a land ID in order for a detail line to be complete so long as the acres are greater than 0.00. The UDGO Section Equivalent ID logic needed to mirror this. With this ticket, an update was made so that:

If a UG WA is attached to a detail line AND the acres EQUAL 0.00, then the System will not require a Section Equivalent ID for the line to be complete.
If a UG WA is attached to a detail line AND the acres are GREATER THAN 0.00, then the System will require a Section Equivalent ID for the line to be complete.

WFRP: An issue was discovered internally where, when a user attempted to delete a commodity line from a WFRP coverage that had a claim attached, the System was triggering an elmah error in the background even though the System correctly did NOT delete the commodity line. This affected Plan 76—both WFRP (0076) and Micro Farm (9110). This has been updated, and now, when a claim exists on a WFRP coverage, the Trash Can icon will no longer be displayed on the commodity lines.
