2023 Grass Seed Crop Provisions have been implemented in the System. Provisions print with the MPCI Policy Declaration Page when the print option to print provisions with the form is selected. The MPCI Policy Declaration Page is available to print from the MPCI policy Print tab and from the Batch Printing menu.

Livestock: The Livestock Declaration Page for Livestock Gross Margin (LGM) and Livestock Risk Protection (LRP) has been updated for all years:

A new print option, "Include Canceled Coverages", was added. When this print option is selected, any canceled coverages for the policy that do not have a coverage status of "Canceled-Keying Error" will now print on the form with "CANCELED" listed under the canceled coverage in the Crop field.
The logic of the form was updated to not print any active coverage(s) that does not have an App Sign Date. This change applies to both the LGM / LRP policy Print tab and Batch Printing menu. The Batch Printing menu currently has an option to include quotes and policies without App Sign Dates; if this option is selected and the Livestock Dec Page is selected, coverages without App Sign Dates will still not be included on the Livestock Dec Page.

A request was received to update the MPCI Declaration Page to not print any coverage(s) that do not have an App Sign Date. This change applies to both the MPCI Print Tab and Batch Print. If all active coverages on the policy have no App Sign Date, then the Dec Page will print pre-headed. Batch Print currently has an option to include quotes and policies without App Sign Dates; if this option is selected and the MPCI Dec Page is selected, coverages without App Sign Dates still are not included on the MPCI Dec Page.

NOTE: TFS #138471 will be applying the new rule to not print coverages with not App Sign Dates to the Livestock Declaration Page for DRP in a future release. TFS #128784 applied the rule to the Livestock Declaration Page for LGM and LRP.

During testing of TFS #138850 that implemented the 2023 Commodity Exchange Price Provisions (CEPP), it was found that the 2021 CEPP were also printing. A change was implemented in the System to only print 2021 CEPP when they are applicable. Provisions print with the MPCI Policy Declaration Page when the print option to print provisions with the form is selected. The MPCI Policy Declaration Page is available to print from the MPCI policy Print tab and from the Batch Printing menu.

Livestock: The Livestock Risk Protection (LRP) Schedules of Insurance (SOIs) have been updated in the following ways for 2023+:

The following message, similar to what is on the DRP SOI, was added: "Only RMA accepted Detail Lines are available to be printed on the Schedule of Insurance, at least one needs to be selected for the form to print.
Only RMA approved Endorsements will now display in the Endorsement boxes on the LRP policy Print tab for the LRP SOI.

Users requested to be able to view the CLU layer from a more zoomed out level; this has been implemented.

NOTE: There is a maximum number of CLUs that can be displayed in a user interface. If user zooms out in an area that has a lot of small CLUs, it is possible that it will stop displaying all CLUs once it hits that limit. In that case, user would need to zoom in to the particular area they are searching to ensure all CLUs will display correctly. This change is specific to areas with very large CLUs.

Detail Line: With the 2023+ RYs, RMA has implemented a new Marketing Certification for Direct Marketing record requirements. Insureds must file a Marketing Certification when any production from the insured acreage will be sold by direct marketing. If only a portion of the acreage is direct marketed, the insured is required to have direct market records in addition to acceptable production records for any production not sold via direct marketing. The Marketing Certification will allow for the insured to use their own records when their supporting records will not be from a disinterested third party (DTP), including direct marketing, and verifiable records are required.

Direct Marketing was introduced due to verifiable records being required but no disinterested third party existed, so these operations were unable to provide the required verifiable records because a producer, or a person related to the producer, produced the supporting production records. This would provide flexibility for these types of operations to user their own supporting records. Insureds will be responsible to report to the AIP by the Acreage Reporting Date and no later than 15 days prior to harvest about their marketing plans changes.

With this ticket a new Verifiable Record Type field and an Apply to All checkbox will be implemented in order to accommodate the Marketing Certification an insured may file. This certification will need to be captured on the P11 through PASS and the following changes will help in the management of this requirement.

For the 2023 + RYs , the System was updated to add a new Verifiable Record Type field for all Perennial Category C and D Crops and standard Category B Crops (Exclusions: Nursery and Plan 13 (Annual Forage, Apiculture, and PRF)). The field will be a dropdown on the following detail line pages:

View MPCI Detail Line (View Only Access): Dropdown will display above the Commodity Cropping Status field on the right side of the page.
Add New Detail Line: Dropdown will display above the Commodity Cropping Status field on the right side of the page.
Maintain Detail Line: Dropdown will display above the Commodity Cropping Status field on the right side of the page.
Fast Edit AR Detail Line Drawer: Dropdown will display above Acreage Type field on the left side of page.

The Verifiable Record Type dropdown will be an optional field that will display the following values within the dropdown for selection:

The System will default Verifiable Record Type dropdown to --Select--
A – Direct Market
B – Direct Market requesting appraisal, contact AIP prior to harvest
C – No Disinterested Third Party (e.g., VI insureds)
D – No Disinterested Third Party (e.g., VI insureds) requesting appraisal, contact AIP prior to harvest

NOTE: If the Verifiable Record Type selection is removed, the System will remove any stored values from the database for the premium line.

In addition to the Verifiable Record Type dropdown, the System will also display an Apply to All checkbox to the right of the Verifiable Record Type dropdown on the noted pages listed above. If this checkbox is elected, this will allow for users to be able to apply the Verifiable Record Type selection to all detail lines associated with the coverage. If the Apply to All checkbox is deselected, the System will remove the Apply to All selection from all detail lines.

Once the Apply to All selection is removed, any updates to the Verifiable Record Type dropdown will be applied to the current detail line only.

NOTE: Spin-Offs: TFS #141459 Detail Line: 2023 RY - Update 'Verifiable Record Type Code' field to always push field selections from the parent line to the child line.

Contracts: An issue was reported that there were Detail Lines with the CP Option that were stuck at "Incomplete". After further review, it was determined to be because of Fast Edit AR applying error flags to CP Detail Lines when a Contract Price has not been applied yet. This was causing the user to have to go back into the Fast Edit AR to mark all lines as modified to get around flipping the Detail Line Processing Statuses to "Complete" again. Using the Legacy Maintain Detail Line page to apply Contract Prices was incorrectly not flipping Detail Line Processing Statuses to "Complete". A fix has been implemented to ensure that save of the Legacy Maintain Detail Line page will correctly change the Detail Line Processing Status to "Complete".

Northern Potatoes: A report of a Northern Potato Prevented Planting Child Line that could not be processed into a Complete Status was submitted. After research and debugging, it was determined that this was because of a couple of existing Northern Potato Child Line Validations paired with a newer Validation that was implemented earlier this year.

The existing Validations are:

Processing Quality requires option Quality Option #1 also be selected
Processing Quality requires option Quality #2/Processing also be selected

Both of these Validations are derived from the OptionRate ADM in which the PR Crop Option requires either the QA (#1) or QD (#2) to also be selected on the same premium line.

The newer Validation from earlier this year is derived from PM-21-025: Northern Potato Crop Insurance Endorsements – Quality Endorsement; Processing Quality Endorsement; Certified Seed Endorsement; Storage Coverage Endorsement Changes Effective for the 2022 and Succeeding Crop Years. It states, "The Federal Crop Insurance Corporation (FCIC) amended the Northern Potato Crop Insurance – Quality Endorsement; Processing Quality Endorsement; Certified Seed Endorsement; Storage Coverage Endorsement. For the 2022 and succeeding crop years, premium for these endorsements will no longer be charged on acres prevented from planting."

Northern Potato Options QA, QB, QC, QD, CH, CL, and ST are not applicable with Prevented Planting.

A gap existed in the logic that allowed Northern Potato Child Lines to be created but incorrectly applied the first two validations to the PP Child Line that did not have the PR Crop Option.

With this ticket, a fix has been implemented so that the first two validations (in the existing validations list above) now only trigger in the following scenarios:

0001-0002 Parent Line Crop Options: PR, QD - Validations do not trigger

NOTE: TFS #126911 - Northern Potato Endorsements - Implement hard-stop validation to prevent QA, QB, QC, QD, CH, CL, and ST options with Prevented Planting will be implemented in a future release.

A report was received regarding a pain point with Land IDs where growers/agents key the same detail lines and Land IDs on multiple coverages. For example, some years Corn is planted and other years Soybeans are planted, so the same units and Land IDs are created on both coverages. It was pointed out that keying all of these Land IDs twice (or more if other crops exist) is very cumbersome.

Existing Copy Detail Line functionality does copy Land IDs, but users were confused because when the Copy CLUs checkbox is selected, the System copies the actual planted field information/selected fields over. Most of the time this is not what the user is looking for—they only want the Land IDs .

With this ticket, two messages have been added to the Copy Detail Line popup to help the user understand that the Land IDs (including FSN/Tract, Sec/Twp/Rng., Farm Names, etc) will be copied anytime a detail line is created. The Copy CLUs checkbox will copy the actual field information/selected fields. The new messages read as follows:

"Copying a Detail Line will also copy Land ID information, including FSN/Tract. Sec/Twp/Rng and Farm Names"
"Selecting 'Copy CLUs' will copy the planted/selected field information"

When creating a new Continuous Hail policy via an MPCI policy, placeholders in the grid were showing the Type as "Null" when no type existed. The Type should be showing as blank if there is no type. This issue has been resolved; users will now see a blank column for the Type until acres are submitted.

An issue was found where, when creating a new Continuous Hail policy via an MPCI policy and when the coverage was selected with a practice of "Irrigated" and then submitted, the System was saving the placeholders on the private policy as "Non-Irrigated". This issue has been corrected.

NOTE: While testing this ticket, an additional issue was found where, if "All" is selected, users are unable to select the policy form code. There is a workaround available where users can select a practice, select "Save", then edit the sales record information to be "All" as the practice, and select "Update". This will save the sales record with the correct information. This workaround does not cause any issues when Mark Complete, Submit Acreage, or Restore Policy is done."
