Estimator

Policy Estimator: This ticket updated the Policy Estimator to allow for more accurate quoting on scenarios that include a Personal T-Yield. To do this, the PTY Quoting Batch must first be run to calculate/store a Personal T-Yield and all APHs with and without the PTY (this can be very time consuming and is why the Policy Estimator can't calculate these on the fly). Typically, AIPs do this at the beginning of each season, but it would need to be re-run if any changes are made to the policy that would impact yields.

RMA released Dry Bean Crop Provisions for the 2022+ Crop Years (CYs). The Dry Bean Crop Provisions that will be effective for the 2022 RY have been implemented.

The 2022 CIH had an update to the Hawaii Tropical Tree (HTT) Producer's Pre-Acceptance Worksheet (PAW) to have it use the same PAW procedures as the Florida Fruit Tree PAW. The elements and procedures in Para. 2007 C(3) are all applicable with the exception of stage block number. In addition, Tree Stage will be defined as Growth Stages of 1, 2, 3, or 4. When the policy is for HTT 2022+, the HTT PAW format has been updated to use the FL Tree PAW format with the following exceptions:

The State field will be split into 2 fields; the left field is for State, and the right field is for County. The State Code will continue to print after the State Long Name.
The Unit / County field and label will only be Unit.
The Tree Stage label will be "Growth Stage" and will have four stages instead of three.
The Block # - Stage column and label will not display.

The 2022 Northern Potato Provisions have been implemented in the System. These include: Northern Potato Storage Coverage Endorsement, Northern Potato Certified Seed Endorsement, Northern Potato Processing Quality Endorsement, and Northern Potato Quality Endorsement.

The APH Analysis Worksheet was originally intended to be a tool used by agents at the Sale Closing Date (SCD) to determine which options the grower should elect by the SCD deadline.

It was determined, however, that agents are primarily using this at the Production Reporting Date (PRD) to determine which options they should apply to the APH to get the best approved yield. Given this, having separate columns for TA did not make sense since TA has to apply if elected. In addition, a request was received that the Qualify Loss Option (QL) be added to the form since the grower can choose at the PRD whether QLO applies to a given year or not.

Finally, a request was also received that the form use up to a 10-year average if production has been keyed for the current year; otherwise, if production has not been keyed, the form will use up to a 9-year average. Further research from MCT confirmed that the form already functions this way, so no additional changes were needed to support this part of the request.

With this ticket, the form has been updated as such:

1. All TA related columns, including Yield w/TA and Yield w/TA & YE columns, were removed.
2. All coverage related fields (county, crop, plan etc.) were moved to a Crop Summary sub-header above the individual units.
3. A "Unit Summary" section was created that will display the unit level data to the left of the grid.
4. Fields were added for T-Yield to indicate if TA was applied ("Y" will print in this field if the TA was applied, "N" if not). Additionally, a Yield w/QL column was added.
5. When QL applies, the yield with QL prints with a "QL" behind the data separated by a space; when QL does not apply, the yield to print will be the Annual Yield.
Yield w/QL column's Total is the sum of the values in the APH.
Yield w/QL column's Estimated Yield prints with the Estimated Yield with QL.
6. The Yield w/YA column now always prints the yield with YA, regardless of if the YA has been applied or not. The only exception is if the yield with YA is less than the Annual Yield; in this case, the Annual Yield prints.
7. A QL Opt Out column was added; "Y" displays for this field if QL has been opted out of; otherwise, the field is blank.
8. A YA Opt Out column was added; "Y" displays for this field if YA has been opted out of; otherwise, the field is blank.
9. The Yield w/YE column now always prints the yield with YE, regardless of the YE has been applied or not.
If the year is eligible to be excluded and excluding the year does NOT result in less than 4 years of history, "0.0 YE" will print to indicate what it would look like if the year was excluded.
If the year is eligible to be excluded and excluding the year does result in less than 4 years of history, the form will print the T-Yield and YE to indicate the year was exclude and the T-Yield was used in place of the annual yield to make 4 years of history.
If the year is NOT eligible to be excluded, the form will display the Annual Yield with an A; for example, 15.0 A.

The Federal Crop Insurance Corporation (FCIC) updated the 2021 Hybrid Specialty (Sweet Corn) Seed Crop Provisions for a technical correction. The 2022 provisions were also launched. The Hybrid Specialty (Sweet Corn) Seed Crop Provisions that will be effective for the 2021 CY have been implemented; 2022 Crop Provisions were also implemented.

It was requested that the Sync to AR actions be tracked in the Transaction Log. This ticket implemented that functionality.

NOTE: A follow-up ticket (133023) will include the actual data changes; this ticket created the log page and the steps with whether or not the sync was successful.

Users reported that if a CLU field was split in Mapping and then synced to the AR, when synced back into Mapping, the planting records were being applied to both parts of the field (i.e., if the field was split into 20ac /40ac, on sync to AR, the System linked the 20.0 acre line to the field and the 40 acre line to the field. On sync back from AR, the 20 acre field now has 2 planting records: one for 20 and one for 40). Now, each section of the field will only have the one planting record for the unit it was originally assigned to.

An issue was reported from an AIP where, when a user was attempting to use the "Copy PAW" functionality from the Additional Functions dropdown, the System was not completing the functionality and in return the user was receiving an Elmah error (Invalid Operation). This bug in the Copy PAW logic has been resolved, and the System will no longer trigger a "Sorry..." error upon save and exit from the Copy PAW page.

ECO: The RMA's PASS Status Report on 10/22/2021 withdrew changes slated for PASS to allow the ECO Plan election to differ from the base coverage. The RMA has indicated that they did not receive policy language modification that allows PAAD to implement the change planned for the 2022 RY. So, until this change is correctly submitted, PASS will require the underlying base coverage and the ECO Coverage Plans to match.

However, in October with the 11.010 release, the System was updated to allow the different elections (TFS #123564). Since these changes are out of scope for the 2022 RY but could be implemented for the 2023 RY, the functionality has been disabled pending news from the RMA.

For those AIPs utilizing the Official SOI and Official Dec Page printing functionality, with this ticket, an issue was reported where the user was not able to generate the Official SOI on multiple policies.

Upon further review, a common link seemed to be found where all applicable detail lines contained "NLF" units. Even though the "NLF" detail lines were at a "Complete" status with the AR sign dates applied, the applicable coverages were not getting a "Spring SOI Ready" date stamp as expected.

System logic was updated to now bypass "NLF" detail lines when determining whether an AR sign date has been applied and to have System then consider those detail lines as "Complete" in order to set the 'Fall SOI Ready' or 'Spring SOI Ready' flags.

The ADM lookup that determines the correct T-Yield Map Areas to display in the T-Yield Map Area field of the Maintain APH page has been corrected to display all unique values for the RY/State/County/Crop/Plan/Type/Practice. This change was made for the 2022+ RYs since the issue did not exist in prior RYs.

With this ticket, a new suspension was added that will trigger when the Unit Structure Transaction Code selected on the Margin Protection Coverage does not match the Unit Structure Transaction Code on the base coverage. If related Margin Protection coverages are broken out by Practice and if only 1 Practice is elected on the base MPCI coverage for EI/EC, then the Suspension will trigger if those coverages do not match the base coverage.

Work is continuing on the effort to convert the standard MpciPremiumLine for Plan 90 crops to a stand alone popup, similar to what was done in the last 12-18 months for Plan 13 (PRF/Apiculture) as well as Plans 01, 02, and 03. The benefit of the popup format rather than the current legacy detail line page is the overall performance time on save and subsequent saves of a detail line as well as selection of cancel from a detail line that invokes a refresh of the page. Because of the scope of the project to convert all detail line formats to modal windows, multiple tickets were created by plan code to implement this enhancement over several different releases. Development included Plan 90 crops under the scope of this ticket and will be adding additional plans skipped in the first go around over the next few releases (e.g., Plans 04, 05, 06, 40, and 50).

APH: An APH bug was discovered where duplicated APH Production History Year records were being created when removing the TA option on a coverage. When the TA Crop Option is removed from a coverage, the Save logic at the Coverage level goes through all APHs and removes the TA Crop Option. In certain scenarios, the execution of this was resulting in duplicated years. Further research determined that this issue can occur when all of the APHs need to be recalculated and there are premium lines with child premium lines that share an APH. Thus, it was concluded that this issue was related to other Crop Options on the Coverage, including YA, YC, YE, TA, and QL. When adding new APH history to the APH that will change the percent of the T-Yield, this issue can occur.

A change has been implemented to fix the issue of duplicating APH Production History records within an APH when Coverage Crop Options are removed at the Coverage Level.

DPEC: While there is a Quartz job in place to remove any expired DPEC estimates, this ticket was created to test if upon failure of the job, the estimates did not display on the Livestock Dashboard. An update was made to ensure that date comparisons are done correctly, given that a date (e.g., the 30th of the month being compared to the 1st day of next month) looks at the time span rather than calculating the date from the day of the month (1 -30). Time span allows users to see that there are x number of days instead. This has been adjusted and can be tested.
