The exported version of the MPCI Commission Batch Statement (this statement attaches during the posting process of the "new" MPCI Commission Batch), which is generated via the Agency Balance tab, was updated:

The "Recovered" column has been updated to display as "Applied to Recovery/Advance". This column reflects the amount, for that record, that was applied to a recovery and/or advance within that specific "new" MPCI Commission Batch. The value in this column will match the summed values that populate the "Applied to Recovery", "Applied to Advance", and "Applied to Advance (MGA)" columns on the PDF version of the statement generated from the Agency Balance tab.
The "Paid" column has been updated to display as "Previously Paid". Thiscolumn reflects the amount, for that record, that has been paid via previous MPCI Commission Batches. The value in this column could reflect a value that is a sum of multiple previous payments. Additionally, this value will match the value that populates the "Previously Paid" column on the PDF version of the statement generated from the Agency Balance tab.
The "Due" column has been updated to display as "Check/ACH Amount". This column reflects the amount, for that record, that was paid via that specific "new" MPCI Commission Batch. The value in this column will exclude any amount not actually PAID to the Agency such as previously paid amounts, amounts applied to recoveries, amounts applied to advances, or amounts applied to MGA advances. Additionally, this value will match the value that populates the "Check/ACH Amount" column on the PDF version of the statement generated from the Agency Balance tab.

Enterprise Units: To support the 2022 EU changes, ticket #115488 in the 10.015 Release updated the EP unit structure code in the Option code from "EP" to "EI". It was found on the MPCI Application and on the MPCI Policy Dec page that the irrigation choice is printing between the "E" and "I", "E(both)I". In 2021 and prior it prints after "EP" like "EP (both)". With this ticket, the Options field on the MPCI Application and on the MPCI Policy Declaration Page were updated so the irrigation choice prints behind "EI" in parentheses.

Enterprise Units: Beginning in the 2022 Reinsurance Year (RY), the Risk Management Agency (RMA) is implementing changes to the Enterprise Units by Irrigation Practice (EP) and Enterprise Units by Cropping Practice (EC) unit structure format. With this ticket, the following changes were made to support the 2022 Enterprise Unit changes:

1. Updated the Options field on the MPCI Policy Change Form so the irrigation choice prints behind "EI" in parenthesis like it prints for "EP" for 2021 and prior. Previously, for 2022, on the MPCI Policy Change Form the irrigation choice was not printing after "EI". In 2021 and prior it was printing after "EP" like "EP (both)".
2. Removed the Unit Structure column and fields from the Crop table for all years. Unit Structure will print in the Options field to be consistent with the MPCI Application.

CPs: RMA released a Small Grains Crop Provisions - Malt Barley Endorsement for the 2022 and succeeding Crop Years (CY). They have been implemented with this ticket.

CPs: RMA updated the Basic Crop Provisions for 2022 and succeeding years for crops with a CCD on or after 6/30/21 and 2023 and succeeding years for crops with a CCD prior 6/30/21. The updated Basic Crop Provisions that will be effective for 2022 and succeeding years for crops with a CCD on or after 6/30/21 and 2023 and succeeding years for crops with a CCD prior 6/30/21 have been implemented in the System.

Livestock: It was reported that incorrect Expected Prices for LGM Dairy Cattle were printing on the LGM Dairy Cattle Schedule of Insurance (SOI). This has been corrected.

Livestock: An enhancement request was received asking to add Batch Printing functionality for Livestock so users can use the Batch Print tool (Tools > Batch Printing) to print Livestock forms.

With this ticket, the Generate Batches tab of the Batch Printing tool has been updated to include Livestock as a Product Type for the 2022+ RYs. The Criteria and Filtering sections have been updated to account for Livestock, and the Select Forms to Print section has been updated to include the Dec Page forms for applicable plans (NOTE: Only one Livestock Plan can be chosen at a time). No changes were needed or made for the View and Print Batches tab of the tool.

One of the biggest changes on the Generate Batches tab of the Batch Printing tool is the addition of a "Date Range" search criteria field (in the Filtering Options section when "Livestock" is selected as the Product Type). This field replaced the Sales Closing Date and Acreage Reporting Date selection boxes found in this section when "MPCI" is selected as the Product Type (the SCD and ARD selection boxes still display when "MPCI" is selected from the Product Type field). The new Date Range field allows users to specify a date range for when the coverage was initially accepted by RMA. A note was added on the user interface to notify users that the Date Range selection is only applicable to the coverage and not associated premium lines.

Mapping

PRF Wizard: Users requested the ability to select all fields at once when applying actions in a Unit Group in the PRF Wizard. Now, when a unit group is selected, the list of fields now has a Select All checkbox. If multiple pages of fields exist for the unit group, then selecting all will apply the changes to all fields, not just the ones on current page.

An info icon was added to the Mapping toolbar. When a user selects this icon, the tool becomes active and they can click a point on the map to see additional information. A popup will open to display the location information, grower field information, planting record information, CLU information, Grid ID, and any High Risk classifications.

VFR: AIPs requested the ability to turn off the VFR button for specified users. Now, only users with the System Function: Mapping > VFR Tools > "Access" right attached to a role on their user profile will be able to see and use the VFR button within Mapping.

Enterprise Units: Beginning in the 2022 Reinsurance Year (RY), the RMA is implementing changes to the Enterprise Units by Irrigation Practice (EP) and Enterprise Units by Cropping Practice (EC) unit structure format. The RMA is looking to create consistency across data processing, filing, and reporting of Enterprise Units. Therefore, the RMA is changing the acronym for Enterprise Units by Irrigation Practice from “EP” to “EI”. It is our presumption that the RMA has converted "EP" to "EI" due to the consistent variable of the word “practice” in Enterprise Unit variations. In addition, EI and EC will be transitioning from unit structure codes to crop option codes. Moving to the “EI” Option Code will be more accurate and less confusing terminology moving forward. We're leaving the “EI”, “EC”, “MC”, and “EU” unit structure codes in place across the System for user experience.

Prior to the 2022 RY, Multi-County Enterprise Units (MCEU) was unique in that this Enterprise Unit was implemented using an option code in conjunction with the traditional Enterprise Unit (EU) or Enterprise Unit by Irrigation Practice (EI). Enterprise Unit by Irrigation Practice (EI) and Enterprise Unit by Cropping Practice (EC) were both implemented as their own unit structure codes. The MPCI processing side will continue to utilize EU, EI, EC, and MC unit structure codes and the transmission will convert these codes to the required EU on the P11 PASS record.

With this ticket, the System references to EP were updated to "EI" in the rating logic. Enterprise Units by Cropping Practice (EC) will not need to be addressed. Enterprise Unit rating logic takes into consideration the Subsidy Percentage as well as the Unit Structure Discount Factor in rating detail lines. The rating logic also only takes into consideration planted acres from detail lines and excludes the System’s child lines in determining the Unit Structure Discount Factor —which is primarily determined by the total amount of planted acres the insured has. With MCEU, the rating summation logic uses total planted acreage across the qualified contiguous counties to determine this value.

Enterprise Units: Beginning in the 2022 Reinsurance Year (RY), the Risk Management Agency (RMA) has introduced a new variation of Enterprise Units:  Enterprise Units by Type (ET).

Enterprise Units by Type (ET) will be available on Wheat (0011), Dry Beans (0047) and Dry Peas (0067) commodities in counties where the Actuarials allow. Enterprise Units by Type will allow growers to elect Enterprise Units on 1 type or multiple different types before the applicable commodity’s Sales Closing Date (SCD). While Enterprise Units by Irrigation Practice (EI) (Irrigated & Non-Irrigated) and Enterprise Units by Cropping Practice (EC) (FAC & NFAC) are more narrowly focused with 3 different choices a piece (either Practice or Both elected) – Enterprise Units by Type counties will have several potential elections, especially for Dry Beans and Dry Peas.

ET will display for selection when available for the State, County, Commodity, Plan Code, and Type Code.

The RMA has issued a new Crop Option code of “ET” to account for Enterprise Units by Type. When ET is elected for multiple types, each type must separately qualify for EU Unit Structure using the 20/20 rule.

All types that qualify can be an Enterprise Unit by Type. However, if one type does not qualify for EU, then a number of different scenarios can occur depending on time of discovery. These scenarios are outlined in a flow chart in the 2022 RY Crop Insurance Handbook (CIH) Exhibit 10, Section J, “Insured Elected ET for Multiple Types, but Does Not Qualify for Their ET Election”, pg. 654.
When ET is elected for only one type, the elected type must qualify for EU Unit Structure using the 20/20 rule. However, if this type does not qualify for EU, then a few different scenarios can occur depending on the time of discovery. These scenarios are outlined in a flow chat in the 2022 RY Crop Insurance Handbook (CIH) Exhibit 10, Section K, “Insured Elected ET for Only Type and BUs or OUs for All Acreage of Other Types, but Does Not Qualify for Their ET Election, pg. 655.

The System will continue to differentiate between the various forms of Enterprise Units by utilizing internal only unit structure codes (similar to what we do today with MC unit structure). To retain an overall user-friendly experience with Enterprise Units, the System will continue to utilize the “MC” & “EC” unit structure codes, convert the old “EP” unit structure code to “EI”, and implement “ET” as a new internal-only unit structure code for detail line purposes. For PASS reporting, the System’s transmission logic will send all enterprise unit variations (EI, EC, ET, MC) as “EU” on the P11 record. The System will also have to implement new Enterprise Unit Validation Logic to account for ET.

Several System modifications are required to support Enterprise Units by Type (ET). TFS #127699 addressed the Coverage functionality needed to support ET. This ticket is to address the Detail Line and Validation Logic functionality needed to support ET:

1. Implemented the new internal-only “ET” unit structure code on the detail line,
2. Added logic to apply the ET option to the Crop Options on the Detail Line, and
3. Implemented Mark Complete Validation Logic for Enterprise Units by Type.
