LGM: RMA released updated provisions for Livestock Gross Margin (LGM). The 2022 LGM Provisions for Cattle, Dairy Cattle and Swine have been implemented in the System. The changes are applicable for the 2022+ Crop Years.

This ticket implemented the 2022 Northern Potato Provisions. Provisions print with the MPCI Policy Declaration Page when the print option to print provisions with the form is selected. The MPCI Policy Declaration Page is available to print from the MPCI Print tab in an individual MPCI policy and from the Batch Printing menu. The provisions included with this ticket include:

SOI: The Schedule of Insurance (SOI) has been updated to print a new DB field that is capturing the TOR Effective date (this is keyed by the user from the TOR form). This field will be used by adjusters, etc. during claim payment. In order for a TOR to be effective in a claim payment, it needs to have an effective date before the claim payment and the end of insurance but after the acreage report has been filed for the RY. The timing of the transfer of ownership is important for claims adjusters to verify during adjustment, when it applies.

NOTE: The new TOR Effective Date DB field enhancement is being handled in a separate ticket, TFS #126661.

With this ticket, the following additional updates were made to the SOI for all 7 formats of the SOI (i.e., API / PRF, Annual Forage, Nursery (FG&C & NVS), Fruit & Trees, all other MPCI crops, SOI as an Acreage Report - may not be turned on for all AIPs per their request, and SOI / Production Report - may not be turned on for all AIPs per their request) for all years:

The Crop Summary & Detail Lines for the SOI Nursery format were updated to change the Sort Order for Nursery (FG&C & NVS) to be by Type Abbreviation ascending instead of Type Name ascending. This change will have the entire SOI be in sync with the Coverage UI.

NOTE: The SOI Premium Summary sort order was not updated since it is currently printing by Type Abbreviation Sort Order. The Type Long Name prints in the Crop Summary and the Type Abbreviation prints in the Detail Line Section and Premium Summary.

The SOI / Production Report Crop Summary for a policy with all Trees coverages has been updated to have the "Total Acres / Total Tree Count" label be "Total Tree Count".

NOTE: AIPs do not use the SOI / Production Report for an all Tree policy; the SOI is used and the SOI is printing correctly. This update is a safety measure in case the the SOI / Production Report has been selected by the user.

Change for all SOI formats - When an SBI TOR is linked to a detail line, "(TOC)" currently prints after the Transfer SBI. Now, the TOR Effective Date will be included with the SBI TOR label (e.g., "(TOC Effective Date: mm/dd/ccyy)").

Enterprise Units: Beginning in the 2022 Reinsurance Year (RY), the Risk Management Agency (RMA) is implementing changes to the Enterprise Units by Irrigation Practice (EP) and Enterprise Units by Cropping Practice (EC) unit structure format to create consistency across the data processing, filing, and reporting concerning Enterprise Units.

Prior to the 2022 RY, Multi-County Enterprise Units (MCEU) was unique in that this Enterprise Unit was implemented using an Option Code in conjunction with the traditional Enterprise Unit (EU) or Enterprise Unit by Irrigation Practice (EP). Enterprise Unit by Irrigation Practice (EP) and Enterprise Unit by Cropping Practice (EC) were both implemented as their own unit structure codes. The MPCI processing side will continue to utilize EC and EP (being updated to EI) unit structure codes and the transmissions will convert these codes to the required EU on the P11 PASS record.

The following changes were implemented in the System for 2022+ RYs: 1) All variations of Enterprise Units will use the Unit Structure Code of “EU”, 2) the current Unit Structure Code of “EC” will become an Option Code, 3) the current Unit Structure Code of “EP” will be changed to “EI” and will also become an Option Code, and 4) the current Option Code of “MC” will remain unchanged.

This ticket:

Implemented “EI” and “EC” as Crop Options on the Add New MPCI Policy, Add New MPCI Quote, Add New MPCI Coverage, Maintain Coverage, and View Coverage pages. In conjunction, the manner in which EU, EI, and EC are populated in the Unit Option Code dropdown was updated.
Updated the logic that sets the database field for “EP” and changed it to “EI”.
Changed the Enterprise Unit by Irrigation Practice (EP) Unit Structure Code to (EI) across all Coverage information pages.
Created the functionality and database field for the Unit Structure Transaction Code.

An AIP reported they were unable to successfully load files into Batch Scanning. It was determined that the Batch Scanning functionality only allows a maximum file size of 78,643,200 bytes (to be exact) which is 78,643.2 kilobytes or 78.6432 megabytes. The file that the AIP was attempting to upload was larger than the 78MB maximum possible upload size, and therefore a pop-up was persisting that stated the upload was unsuccessful. To help users who encounter this error in the future, instructional verbiage was adding to the upload page and to the popup which informs users to upload files less than 75MB in size—leaving a reasonable buffer of 3MB.

Enterprise Units: Due to upcoming Enterprise Unit regulatory changes, it was determined that the "radio button" styling for Practice selection directly below the Unit Option Code listing for EU, EI, and EC on the Maintain Coverage screens was outdated. With Enterprise Units by Type (ET) being implemented, Crop Type will be elected for one type, multiple types, or all types that qualify for EU. Thus, a multi-select dropdown would be more appropriate for ET. Since ET's Type selection will be using a multi-select dropdown, Enterprise Units by Irrigation Practice (EI) and Enterprise Units by Cropping Practice (EC) Practice selections will be converted into a single-select dropdown for overall System consistency. In addition, validations will be put into place to force the user to select a Practice since the radio button design defaulted the selection to "both".

The following changes have been implemented on Add New MPCI Policy, Add New MPCI Quote, Add New Coverage, Maintain Coverage, and View Coverage:

Upon Save or Save & Exit, if the user selected Enterprise Units by Irrigation Practice as the Unit Option Code and the single-select dropdown for Enterprise Unit Separated by Irrigation Practice field's Practice selection is “--Select--“, then the following verbiage displays in red, bold font: An Irrigation Practice selection must be made if EU by Irrigation Practice (EI) is elected.
Upon Save or Save & Exit, if the user selected Enterprise Units by Irrigation Practice as the Unit Option Code and the if the single-select drop-down for Enterprise Unit Separated by Cropping Practice field's Practice selection is “--Select--“, then the following verbiage displays in red, bold font: A Cropping Practice selection must be made if EU by Cropping Practice (EC) is elected.

NOTE: If EC/EI has been elected, the System will display the "Select Practice(s) for EC/EI selection" as read only on the View Coverage page.

Private Products

Hudson asked that there be a review process prior to printing the Schedule of Insurance forms. With this ticket, the Schedule of Insurance was attached to the policy audit process. Now, an SOI cannot be printed unless the policy's audit status is "passed" or "corrected".

If there is no audit on the policy, the Schedule of Insurance will be available to print.
If the Audit status is "New", "Failed", or "Reopened", the Schedule of Insurance will NOT be available to print.
