These release notes provide brief descriptions of changes included in eHarvest 9.065.0.

System Updates

Estimator

DESCRIPTION ID #

During internal testing of the Policy Estimator, it was discovered that Coverage Levels were appearing on the Scenarios pages for plan codes that are considered/display as internal Options (HIP, SCO, STAX). The Coverage Levels for these plans are either automatically set by the System or selected separately (in the case of STAX Area Loss Trigger). The levels being displayed were not available on the base plan codes, and may have caused confusion for the user. With this ticket, the System will now suppress any plan codes found in the ADMs for HIP, SCO, or STAX.

Livestock Policy Declaration Page: The following updates have been made to the base Livestock Policy Declaration Page for LGM and LRP for all years:

When SBIs continue printing on page 2, the "SBI Information" header label now prints above the SBI data column labels also.
If no SBIs print on page 1 but do print on page 2, the "SBI Information" header label will no longer print on page 1.
Type and Practice data will now print for LRP and LGM policies.

Potential Loss Estimator: While testing TFS #121589 and #122338, some issues were found with the Potential Loss Estimator and Annual Production Report / Potential Loss Estimator Worksheet (NOTE: form title is based on an AIP system preference). With this ticket, the following updates have been made to this form for all years:

Record Type - "M" will no longer print for split detail lines with planted acres and PP acres.
T-Yield Map Area / Area Class. - For this field, the T-Yield Map Area or a dash, if none has been selected, will print followed by a forward slash (/) and then the Detail Line's Rate Map Area or a dash, if none has been selected (e.g., "- / AAA").
Acres - When the form is printed pre-filled:
The data in the Production Reported table is populated by the Claims. The Production and Acres from the claim are provided, but the yield is not calculated.
This field will print with one decimal place (e.g., "26.9").
If there is not a claim for the unit, the System will check if acres have been entered for the year on the Premium Line the form is printing for; if there are acres greater than zero, those acres will print; if there are no acres, the field will be blank.

Production Report: The Production Report has been reviewed for annual changes for the 2021 RY, which includes all requests for updates. As a result, the following changes have been made to the report for all years:

Some white space was added above Unit / Type / Practice as they were too close to the Crop / County / Plan bottom border.
The database was updated so the rows for the years are taller, making it easier to fill out the form by hand.
A little more white space was added after FSA Farm / Tract / Field and before the next unit.
HIP child lines will not print on the form.
When the QL option has been elected on the coverage, the 2 units to a page format will print for all of the units for the coverage, and QL Option data that has been entered will also print.
A Share field will now print with each unit; when the form is printed pre-filled, the Insured's Share for the unit will print; otherwise, the field will be blank.

Production Reporting Worksheet: The Production Reporting Worksheet has been updated in the following ways for all Crop Years:

The Crop Summary headers will now print when the Crop Summary continues to page 2. The policy will need to have 15 coverages for the Crop Summary to print onto page 2.
HIP child lines will no longer print on the form.
VFR was added to the Legend and prints behind the Insured's name in parentheses when applicable.
Borders were added around the Record Type and Total Production fields. Additionally, the line that prints was removed unless data has been reported.
The revision date was updated to 12-2020.
A space was added between the Yield value and the Yield Descriptor to help with readability.

SOI/PR: A request was made for users to have the ability to not print Prevented Plant (PP) Detail Lines on the Schedule of Insurance (SOI) / Production Report. With this request, the "Print as a Production Report" print option that was turned off with TFS #118303 in July 2020 has been turned back on. In addition to turning this print option back on, the "Print QR Code as a Production Report" print option was merged with it to give users one print option that handles all of the printing the SOI as Production Report, making the process simpler.

With this ticket, when the "Print as a Production Report" print option has been selected:

The QR code will be for a Production Report and the current year plus one. This is existing functionality of the "Print QR Code as a Production Report" print option.
If attached to the policy, the form will attach as a Production Report. This is existing functionality of the "Print QR Code as a Production Report" print option.
Detail Lines and child lines that are marked as PP will not print. This is new functionality for all PP lines not to print; previously, only user-generated PP child lines did not print with the "Print as a Production Report" print option.
System-generated child lines will NOT print (e.g., MP, SE, SCO, STAX). This is existing functionality.
LP and Max Late Plant user-generated duplicate child lines will now print.

DRP: RMA recently released MGR-20-017, "Dairy Revenue Protection Sales Period Modification", which set new guidelines on DRP processing when sales fall on a Friday afternoon. Previously, agents were able to process up until 9AM the following Monday. RMA has now changed that to stop sales at 9AM CST the following Sunday. This will only affect the entry of sales and not the transmissions of those premium records. This Sunday sales also applies for Holiday weekend sales when the sales date used falls midweek. The issue we found was on Thanksgiving weekend. The last Effective Date was released that Wednesday and was to be used for Thursday and Friday sales as well. Since the Effective Date was on a Wednesday and not a Friday, System logic was not applying the lockout at 9AM CST on Sunday as it should have been. With this ticket, DRP Lockout logic has been updated so that if the DRP Sales Date falls midweek due to a holiday, agent users will now be locked out of processing starting at 9AM CST the following Sunday morning.

Users requested the addition of the UI Reason codes in Mapping. Now, when planting a field in Mapping, on the Plant panel, the UI Reason dropdown displays. The UI Reason will be included in the Sync to AR functionality with TFS #123118.

Annual Forage: An issue was reported where, when a user added multiple Annual Forage lines in the grid and saved, the System was not retaining all insured acres except for the first row in the Acreage Details grid. An error was then returned stating the insured acres were required. It appears the plant dates were being retained, but originally keyed but acres were not. On the second attempt of keying the applicable information, the user was able to get the System to accurately save the information within the Acreage Details grid. The System was updated to fix this issue, and users are now able to key multiple Annual Forage lines and successfully save the information on the initial save.

HIP & Peanuts: An issue was reported where HIP child lines were being included in the weighted average calculations for the Peanut Contract Price. The System was seeing the HIP acres and doubling the guarantee in the weighted average calculation. Now, the System will exclude System-generated child option premium lines from the total reported acres.

Perennials: For the 2021+ RYs, RMA has made a clarification in the Pistachio policy language on the definition of "Set Out Year". The "Set Out Year" is the actual calendar year for acreage grafted before July 1st or the calendar year following grafting when grafting occurs after July 1st. The System was updated to account for this new clarification from RMA on the adjusted Leaf Year calculation logic to account for the Set Out Month for Pistachios.

Perennials: The WC (without weed control) option has always been available for selection on CA Citrus Trees detail lines. The System has always handled this as a detail line level option. The internal ICE table also has this classified as a detail line option and is consistent with what RMA has issued with the ICE D00137. Errors were being received on policies where RMA was expecting the WC option to be sent on the Coverage P14 record if it was being sent on the P11 record. Clarification was received from RMA that if the WC was applied on the P11 then it would also need to apply and be sent on the P14. The System was updated to allow the WC to be available on the coverage and the detail line for selection. With this change, the user will be able to apply the WC option on both the coverage and detail line.

Perennials: When the White Paper for CA Citrus Trees was released, it was believed that a type was not expected for each P14 record and was only needed when there was a coverage level elected by type. It was confirmed that RMA is expecting a type code on all P14 records for CA Citrus Trees. A System change was done that now requires a type code for all coverages for CA Citrus Trees.

Quality Loss Option: Per the PASS Status Report from 11-05-2020, RMA has updated the Quality Loss Option (QL) White Paper to reflect that QL is only available on additional coverage policies as the Crop Insurance Handbook states in paragraph 1562B. "QL" is not an available Crop Option for CAT coverages. A script was run to update the System so the "QL" option code no longer displays on CAT coverages.
