At a Glance: Fast Edit Assignment of Indemnity

Beginning in the 2025 RY for MPCI and the 2026 RY for Livestock, the RMA will allow a single payee to receive indemnity payments when a Single Payee Agreement (SPA) exists between the parties (assignee(s) and grower) involved. The agreement will indicate who the agreed upon payee is (the Insured or an AOI) for indemnity paid at the State/County/Crop level. For the 2025 RY, an SPA is required for each claim (MPCI only); however, language in policy documents for the 2026 RY indicates that SPAs can be applied to the entire RY—and while there can only be one active SPA at a time for a county/crop, an agreement can be canceled and a new one put in place.

A Single Payee flag was added to the Add New/Maintain AOI’s coverage grid so a user could indicate an agreement was in place between the AOI and Insured; however, due to the payment requirements for Single Payee (ACH deposit) and possibility of more than one agreement existing on a county/crop, additional UI elements are needed to allow users to select who the single payee is (AOI or Insured) and to key multiple agreements at the county/crop level that would also track approval, cancelation, and sign dates.

In researching possibilities for implementing changes to the Add New/Maintain AOI screens, it was found that the screens were not capable of showing multiple policies for a grower (beyond the initial add) and support the technology requirements to add the sub-grid functionality needed to track multiple SPAs for a county/crop in a year. Given these limitations, the AOI functionality is being updated to a Fast Edit AOI screen, which removes the AOI from under the policy-level view and into a grower-level view.

This new screen will show all policies for a grower (by GrowerTIN/Entity Type/RY) and then allow a user to view all AOIs under each policy associated with that grower given they have permissions to view the policies. For easier data entry, users can then add and delete AOIs to coverages on a policy, copy and paste creditor data across policy coverages, and apply one or more Single Payee Agreements to a coverage/crop. These Single Payee Agreements will be then visible under their associated coverage(s) and contain helpful data for tracking agreements, processing claims, and paying designated payees.

For 2025+ RYs, this screen will replace the existing Add New/Maintain SOI screens and will be accessed from the same locations on a policy as the current screens: the Add Assignment of Indemnity link on the Utilities screen (initial AOI) and the Assignment of Indemnity section on the Coverage tab when at least one AOI exists for the grower. All existing AOI functionality will be retained in the Fast Edit AOI screen, but the structure in which it’s presented will change, and there will be enhanced support for Single Payee Agreements.

The Single Payee component of the AOI screen was folded into the view, add, edit, and delete rights that existed for AOIs. If the functionality mentioned is not available to a user, they do not have the security permissions to complete that procedure.
